Deputy Project Manager

IEM is looking for a Full Time- Deputy Project Manager to join our Critical Infrastructure team. The Deputy Project Manager supports the oversight and execution of procurement, compliance, grant management, and program activities to ensure successful project delivery and compliance with applicable federal, state, local, and organizational requirements. This role coordinates project resources, schedules, and deliverables; supports procurement and compliance reviews; maintains audit-ready documentation; monitors risks and corrective actions; and serves as a liaison among project teams, clients, and regulatory stakeholders to promote operational efficiency, accountability, and continuous improvement.

Primary Location:

Live within a commutable distance to Guaynabo and San Juan, PR.
Work in an Office Environment with a team.

Essential Functions:

Support senior leadership in the oversight, coordination, and execution of procurement, compliance, grant management, and program activities throughout the grant lifecycle, ensuring alignment with federal, state, local, and organizational requirements.
Coordinate program operations by scheduling and assigning staff, allocating resources, monitoring workloads, assessing risks, and supporting the timely delivery of program objectives and client production goals.
Serve as a liaison among procurement, compliance, grant management, project management, client personnel, and external stakeholders to ensure effective communication, coordination, and integration of compliance requirements throughout all project phases.
Monitor and track procurement and compliance activities, including personnel assignments, compliance reviews, procurement actions, training completion, corrective actions, and reporting requirements.
Review procurement documentation, contract actions, modifications, sole-source justifications, cost and price analyses, and related records to ensure compliance with applicable regulations, policies, and program requirements, including 2 CFR Part 200 and FEMA Public Assistance guidance.
Conduct compliance monitoring and quality assurance reviews, identify risks and deficiencies, recommend corrective actions, and support the implementation of process improvements and internal controls.
Prepare, maintain, and organize audit-ready procurement and compliance documentation to support monitoring activities, audits, reimbursements, regulatory reviews, and grant closeout requirements.
Develop, implement, and deliver training programs, guidance documents, standard operating procedures (SOPs), and best practices to promote consistent compliance and operational effectiveness.
Coordinate and prepare reports, analyses, and supporting documentation for leadership, clients, and oversight agencies, including FEMA, COR3, FOMB, PREB, and other regulatory entities.
Monitor project schedules, deliverables, and deadlines; communicate progress, identify and escalate issues, and implement solutions to support successful program execution.
Promote adherence to organizational standards of ethics, safety, performance, accountability, and continuous improvement.
Perform other related procurement, compliance, grant management, and program support duties as assigned.

Minimum Qualifications:

Degree: Bachelor's degree from an accredited institution.
Experience: Five (5) years of project management experience.
Three (3) years of experience supporting federally funded projects and grant management activities.
One (1) year of procurement experience.
Experience and Degree Substitution: An equivalent combination of training and experience may substitute for a degree.
Bilingual: Fluent in English and Spanish, with strong verbal and written communication skills.

Preferred Qualifications:

Experience supporting procurement and compliance activities throughout the grant lifecycle, ensuring adherence to federal, state, local, and organizational requirements.
Experience coordinating and monitoring procurement and compliance activities, including compliance reviews, procurement tracking, corrective actions, training, and reporting.
Knowledge of federal grant and procurement regulations and experience preparing supporting documentation for audits, monitoring reviews, and oversight agencies.
Experience working with and coordinating among procurement, compliance, grant management, project management, and client stakeholders.
Familiarity with federally funded programs and oversight entities such as FEMA, COR3, FOMB, PREB, or similar agencies preferred.

Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
